If you have a standard KT, the best way to increase the compression is to machine the base of the cylinder. Lowering the floor of the transfer and inlet ports will give you a better spread of power. Make sure you keep the squish over 0.6mm. You can machine the head to increase compression, but that won't alter the port timing.
In my experience the only time you need to weld is if you desire to widen the squish band in the head. I don't believe this is worthwhile.
The early series KT should be fine, with the modifications allowed under AIDKA rules you can make any KT competitive.
Good luck with your travels, in my experience getting max. power out of a KT (unless you know someone that can tell you exactly what you need to do) makes this by far the most expensive class to race in.
The first time i drove a KT that was properly tuned it completely blew me away, i understood why i struggled to win big races with what i previously thought was a good motor..
The plus side is that if and when you finally get it right, you have a huge advantage over the vast majority of the field.
