Does anybody run Vortex reed valve motors in the 100cc open class? if so do these motors still kepp up with the parilla 100cc motors?

The 100cc open motors as used in AIDKA racing are no longer manufactured, as the class has been superceded in Europe.
When 100cc direct drive was the CIK's premier division, there were 3 different types of engines used. Formula SuperA, Formula A, Intercontinental A.
Manufacturers like PCR, MRC, Rotax, Vortex, TM, Parilla(IAME), etc.. all competed in these classes.
The FSA engines had big carbies, bigger ports, and were rotary valves. This class ended in the 90's The FA engines were basically a rotary valve version of the ICA engines, ie smaller carbies and ports (less power than FSA) The ICA engines have a 24mm carby and restricted port timings to limit power. They are the reed valve engines that you most commonly see.
Engines had to be homologated, and there were limits placed on compression / port timing / ignition systems / carburettor sizes in order to control costs and have parity for the racing between different engines.
This is where it gets a bit tricky when you are looking to make the ultimate AIDKA spec. engine. With AIDKA, basically you can use what you want as long as it is under 110cc. There are no limits on port timing (sizes) or ignition curves or carbies.
My preference would be to get a water cooled rotary, and set the port timing and sizes back to the old FSA spec, and run a 28mm slide carby.. I haven't seen one of these running but i suspect that is because people struggle to set the rotary valve timing / ignition settings / carby settings that are needed to suit the power delivery required for dirt racing.
To answer your question though, if you get two ICA engines from different makes from the same homologation period, i doubt you will notice the difference in power delivery.
I would be very surprised if the top 100cc engines currently racing AIDKA are still set up to their original ICA homologation settings.
