Looking through the proposed rules for 2014, it seems that there will now be yearly rule-change meetings. I think it is a bad idea especially in the case of engine regulations. If you look at the history of the sport (not just dirt-karting), the strongest classes are always the ones that have stability in the rule structure. People are confident that they can buy equipment, and get a good return on investment, not be unsure if their motor will be valid to use in just a year's time.
I'm against any kneejerk rule changes, even so called "safety" rules. (eg helmet mounted cameras) Who the hell deemed them to be unsafe? I bet if you asked a helmet manufacturer they would recommend against having a grommet with a dozen tear-off's flapping against the side of their helmet too, doesn't mean it's unsafe! Luckily i'm still allowed to mount a camera on my neckbrace.
The real issue i have is with the potential for people with vested interests to push through engine rule changes when they find that they are unable to compete with new developments (that they didn't think of). A classic example is the banning of boost ports in KT's, something that has been done for 20 years, and all of a sudden all those cylinders are illegal. Some of the rules are also unenforceable (friction coatings anyone? - what the hell do you think happens to a percentage of the oil you add to your fuel?)
