You can pick up a second hand air cooled rotary valve motor for around $500. There aren't many manufacturers still making 100cc rotary valve motors as they aren't used in international classes any more. MRC still make one, but i don't know exactly how expensive it is. I doubt it would be less than $3000 ready to race. What sort of information exactly were you looking for ? The rotary valve engines are the fastest, but they are also more difficult to set-up than a reed-valve. Rotary disc duration, and opening/closing shapes need to be set for each track. If you rev them above 20,000rpm, (which you need to do for the best performance), they are expensive to maintain, and if you don't keep up with the parts, they tend to grenade. If i could afford it, i'd get an italian mate to ring MRC tomorrow to get me a new one sent over!! In the meantime if i listen carefully i can still hear the scream of my old MRC ringing in my left ear

It depends on what you want to do with it? for $450 you will end up with a great recreational motor, there won't be many people with anything faster.. If you want to race it won't be competitive.
