What methods can be used to stop the 40mm ally axle spinning in bearings, every time I use the grub screws in the axle collar they just seem to wear a groove in the axle which I'm guessing greatly decreases the axle strength?

The actual force that would make the axle want to spin in the bearings is quite small. Most likely what is happening is the sideways force of the axle is working the grub screws into the axle, then allowing it to move in the bearing.
Try using axle collars (not the one that comes with the bearing), and pin the axle so that no sideways force can be transmitted to the bearing grub screws. I can send pictures if this doesn't make sense. PM me your email if you'd like them.
