For an arrive and drive class, i'd recommend a 4 stroke motor, like the Subaru or Briggs. Much more user friendly and less sensitive for new users.
As far as chassis' go, give the manufacturers a call, i'm sure if you are purchasing in a significant number, shipping will be reasonable, and price of chassis will be negotiable.
Keep in mind that you will need a supply of spares, so if you get a chassis from another country, make sure you get a heap of spares at the same time. (things like front/rear/side bars, stub axles, steering columns etc.. are consumables)
DPE (Arrow manufacturers) are currently running such a series in Australia, (on bitumen), with the Subaru motor, and the package sells for around $4000 AUD complete ready to race. Price for a dirt kart would be similar.
