I haven't used one, but can't see how it can work to cool the fuel.. It uses airflow over fins, not much difference between ambient air and the temperature of the fuel already in the line.
Without cutting one up to see how the fuel channels one possible advantage is to remove aeration due to vibration in the fuel line. There are other ways to do this though.
Maybe if you pack the thing in dry ice it would cool the fuel a significant amount (just make sure the dry ice doesn't vent any where near your air filter as CO2 doesn't burn..
Even so, with fuel/air ratio at 1:14, you'd be 14 times better off cooling the air than cooling the fuel!
Still, it is a pretty blue color......
